ANNUAL FEES REQUEST JULY 2008

As you may be aware from previous correspondence, those residents of Highburgh Road and Crown Terrace with access to the Crown Pleasure Gardens constituted a Committee to oversee maintenance of the Gardens. The Committee’s remit includes collection of contributions from residents to fund the essential insurance, security and maintenance works for the Gardens. The boundaries of the garden ground are specified in each proprietor’s title deeds. These deeds also specify the obligation of the proprietors to contribute to the upkeep of the Gardens. Given that our financial year, in terms of residents’ contributions for upkeep of the Gardens, runs from August to July, annual contributions are now due.

Major works are required in the gardens. Tree and shrub roots have been the main problem, seriously damaging all of the retaining walls and railings over the years. As outlined in previous correspondence, the Committee has continued to explore options re grants and funding. As a result (and courtesy of significant help from a couple of our fellow residents), we have identified that Glasgow City Heritage Trust considers that most of the work required is grant eligible in principle i.e.
• Reconstruction of retaining wall to Foremount Terrace Lane (including associated engineering works), repair/reinstatement of railings to lane
• Repairs to perimeter wall (Hyndland Street, Crown Road South), reinstaement of railings, gates and posts
• Removal of trees in association with engineering works

The first step in the process is for a survey and feasibility study to be undertaken. This will enable us to obtain proposals, including possible phasing of the works, and thereafter obtain tenders for the works. These steps will in turn enable us to submit successive grant applications. Accordingly, the Committee has decided to appoint an engineer to produce a feasibility study, the cost for which will be £3,519 (please note – this expenditure is not initially grant-eligible!).

It was agreed at the AGM in February 2008 that the annual contribution will have to be increased to £400 per house, or agreed equivalent, with effect from this year if we are to have any chance of accruing sufficient funding to have works carried out in the gardens in the future (any grant applications must include a significant element of match-funding from CPGA). The current contribution level covers little more than the basic maintenance, safety, security and insurance costs. Accordingly, we would be pleased to receive your payment i.e. your share of £400 due from , to be split equitably between/amongst the flats within your building, if appropriate.
